Since graduating from LUSEM's Master’s in Accounting and Finance in 2018, Jaspar has built a dynamic career in the public sector. Now a General Management Controller at Malmö Stad, he shares insights on his journey, motivations, and advice for students interested in a career in the public sector in Sweden.

Hi Jaspar! You graduated from the master’s degree in Accounting and Finance in 2018, can you tell us a bit about what you have been up to since your graduation from LUSEM?

Since graduating from the master’s programme in Accounting and Finance in 2018, I have held diverse roles, including Project Manager, Area Manager, Co-founder and CEO of a consultancy firm, and Controller across several municipalities in Skåne. My career has been dedicated to driving efficiency, fostering innovation, and achieving financial excellence in the public sector.

In my roles as Controller, I have focused on optimizing financial processes, developing strategic budgets, and leading cross-departmental collaborations. A key accomplishment has been enhancing budget and forecast processes, resulting in greater accuracy and operational efficiency.

In addition to my professional work, I’ve embraced mentorship opportunities, such as participating in the LUSEM mentorship program, where I support and guide aspiring professionals. Committed to continuous learning, I am currently pursuing certifications in data analytics to bridge the gap between traditional financial practices and modern technological advancements, ensuring my expertise remains aligned with evolving industry needs.

Today you work as Controller at Malmö Stad (Malmö municipality), what does your work routine usually look like? What kind of projects are you involved in?

As a General Management Controller for a department with over 2,500 employees at Malmö Stad, my role is both multifaceted and rewarding. I oversee budget and forecast processes across the organization, ensuring financial strategies are closely aligned with operational goals. A significant part of my day involves engaging with various stakeholders, including the general management team, subunit management teams, and the finance unit. These interactions are complemented by leading process improvement initiatives, analyzing both financial and non-financial data to provide actionable insights, and collaborating with departments to enhance overall efficiency.

Currently, I am working alongside colleagues on a couple of projects such as new strategies, implementation of new social laws and more, aimed at improving budgeting and reporting processes. These initiatives focus on streamlining workflows and delivering more accurate, timely financial data to support better decision-making. 
What I find most fulfilling about my role is the opportunity to contribute to the quality and sustainability of public services, knowing that my work positively impacts the community we serve.

While I may start with a well-structured plan for the day or week, unexpected situations often arise that require immediate attention and a quick reprioritization of tasks. This adaptability keeps the role both engaging and rewarding.

From navigating policies and ensuring legal compliance to addressing citizens’ needs with limited resources, the work is both demanding and deeply fulfilling.

You have worked as controller within several municipalities in Skåne, what motivated you to pursue a career in the public sector? What is your favourite part of your job?

Before joining the master’s programme at LUSEM, I worked as a finance officer in the private sector for several years, including at a privately owned healthcare company with the state as its primary customer. At the time, I had no plans to transition to the public sector. However, a persistent question always intrigued me: why do we hear about budget shortages in the public sector every year, while privately owned companies delivering the same publicly funded healthcare generate profits and distribute large bonuses?

I decided to write my master’s thesis on privately owned companies operating within the public sector, aiming to gain deeper insights into this area. After graduation, I made the decision to switch to the public sector—a decision I have never regretted.

My curiosity deepened during a case competition organized by Region Skåne, which focused on optimizing dental care by reducing production costs without compromising quality. Through this experience, I began to realize that while the state allocates substantial resources to the public sector, the demand for services often outpaces the budgets provided. This challenge sparked my problem-solving instincts and motivated me to explore the financial dynamics of the public sector further.

I decided to write my master’s thesis on privately owned companies operating within the public sector, aiming to gain deeper insights into this area. After graduation, I made the decision to switch to the public sector—a decision I have never regretted.

I was drawn to the public sector because it offers a unique opportunity to combine my passion for finance with a purpose-driven career. The idea that my work can directly enhance the lives of people in the community is profoundly rewarding.

What I enjoy most about my role is tackling complex challenges that require both analytical thinking and collaboration. Each day brings new opportunities to solve problems, make meaningful contributions, and support the sustainability of public services.

What is your advice for business students who are considering a career in the public sector? Any specific skills or knowledge they should focus on?

For students considering a career in the public sector, my advice is to focus on developing a strong foundation in financial- or management control and learning about public administration. Embrace data analytics and IT tools, as they are becoming increasingly integral in financial roles.

Equally important are soft skills like communication, adaptability, and collaboration. The public sector often involves working with diverse teams and addressing multi-faceted challenges, so the ability to connect with others and think critically is invaluable. I also recommend seeking internships or volunteer opportunities within the sector to gain practical experience and build your professional network.

What have you found to be the most useful part of the master’s programme in Accounting and Finance in your current career? Any specific courses or projects that were particularly influential?

The master’s programme at LUSEM equipped me with a strong academic foundation and practical skills that I apply daily in my career. Courses such as Performance Measurement and Management, Management Control, and Case Studies were particularly impactful, shaping my understanding of financial governance and budgeting within the public sector.

What is your favourite memory from your LUSEM student days?

One of my favorite memories from my time at LUSEM was participating in a financial case competition with my classmates. The intense collaboration and problem-solving experience not only deepened my understanding of financial analysis but also taught me the value of diverse perspectives.

Beyond academics, I cherish the friendships I built during my studies. Those connections continue to enrich my personal and professional life, and I am grateful for the vibrant and supportive community at LUSEM.
